Two farming routines do this efficiently, and a small set of accessories plus the right race raise the ceiling even higher.
Quick answer: Aggro a large group of low-level enemies, press R to trigger Observation Haki, burn through the dodges, then reset your character to instantly refresh the meter. For hands-off progress, stand on the First Sea starter island in high-defense gear and let an auto-clicker spam R while weak enemies chip at you.

How Observation Haki dodges scale by level
Observation Haki starts at three dodges when you buy it from the Observation Haki Trainer in Marine Base Town, and it climbs to eight through repeated evasions. Levels 2 through 5 unlock purely from dodge experience. Level 6 also requires a quest from the Observation Expert at Flower Capital in Sea 2, where you defeat 5 players, defeat 10 Island Bosses, and pay $10,000,000.

Accessories that raise your maximum dodges
Certain accessories carry an OBS Haki stat that adds directly to your dodge count. You can equip one head accessory and one body accessory at the same time, so their bonuses stack.

The Human V3 race grants one additional dodge on top of everything else. Combine it with the two-accessory setup and a fully leveled Observation Haki, and your evasion count reaches a maximum of 10 total dodges. That configuration is the practical ceiling for a survival-focused build.

Unlock the Omniscient skill at 50,000 dodges
Heavy dodge farming feeds a separate milestone tied to an NPC called The Omniscient. Once your lifetime total reaches 50,000 dodged attacks, the NPC recognizes you as ready and offers a secret skill. Accepting the offer sends you to track down and eliminate 5 bounty targets before the skill is granted.
You can confirm your progress by speaking to The Omniscient at any time. When you have hit the threshold, the dialog reads that you have dodged 50,000 attacks and are finally ready to learn the skill, giving you Accept and Deny options. If the count is still short, the offer will not appear, which is the clearest sign you need more farming.
Between the active reset loop for burst gains, an overnight AFK setup for the big totals, and the accessory-plus-race stack for the highest live dodge count, you can push Observation Haki close to its limits in a single focused day of play.
