Staves are a trainable weapon skill for several Horde classes, and the fastest place to pick it up is Orgrimmar. The Weapon Master Hanashi handles this in the Valley of Honor, and the whole trip takes only a couple of minutes once you know which building to enter.

Where Hanashi is in Orgrimmar
Hanashi stands inside the weapon training building at the back of the Valley of Honor, the district in the northeastern corner of Orgrimmar. The building sits right next to The Burning Anvil blacksmith, and Hanashi shares it with a second Weapon Master, Sayoc, who also teaches Staves.
If you get lost, any Orgrimmar city guard can mark the Weapon Master on your map when you ask for directions.

How to confirm Staves was learned
Once you select Staves, close the training window and open your Skills window (default hotkey K). Staves will appear under your weapon skills, and your silver will drop by 10. From that point you can equip and swing staff weapons, and each hit against an enemy has a chance to raise the skill toward its cap.
