"Outstanding Balance" is a side quest in Arc Raiders introduced with the Flashpoint update. Tian Wen, the gun-shop owner back in Speranza, had a deal lined up with a raider named Dodger for a Bastion Cell — but Dodger went silent. You're sent to Blue Gate to figure out what happened, visiting two locations in the process. The catch is that every objective must be completed in a single round, and you need to extract successfully for any of it to count.
Quick answer: Search Dodger's stash at the far northwest end of the Traffic Tunnel, then travel north to Pilgrim's Peak and search Dodger's bag on the antenna's middle level to get Dodger's Note. Extract with the note and deliver it to Tian Wen in Speranza.

Finding Dodger's stash in the Traffic Tunnel
The Traffic Tunnel sits in the middle of Blue Gate's map. You can enter through the main Checkpoint gates or use one of the side entrances — whichever feels safest. The tunnel is heavily populated with Arc enemies. Expect a Bastion patrolling between the abandoned cars, Shredders scattered throughout, and smaller threats like Pops, Fireballs, Fireflies, and Comets crawling across the floor and air. Come armed and ready for a fight.
Step 1: Enter the Traffic Tunnel and stay left, following the main road northwest. You're heading for the far back wall of the tunnel, near its northernmost tip. If you're coming from the roundabout at the main entrance, take the road that veers left.

Step 2: In the back corner, look for a metal trolley loaded with cardboard boxes near a large blue tarp and some orange crates. An interaction prompt will appear, letting you search Dodger's cache. Interact with it.

The stash triggers a small explosion when you open it — don't worry, it deals no damage. Unfortunately, the Bastion Cell isn't here. Tian Wen will radio in and point you toward a second location higher up on the mountain. Head out of the tunnel and travel north to Pilgrim's Peak.
Finding Dodger's deal spot at Pilgrim's Peak
Pilgrim's Peak is the large antenna structure in the northeast section of Blue Gate. The deal spot is inside the antenna on its middle level, not at the very top.
Step 1: Circle around to the back (northwest side) of the antenna building. You'll find a zipline that carries you upward. Ride it partway — you want the middle floor, not the roof. If you overshoot, drop through the hole in the floor to reach the correct level, which is identifiable by its orange walls and large power generators.

Step 2: On the opposite side of the room from where you enter, look between two of the orange generators. A small yellow bag sits on the ground near the machinery. Interact with it to search Dodger's deal spot.

Step 3: Searching the bag spawns Dodger's Note as a separate item on the ground. Interact with it again to add it to your inventory. If you have a safe pocket, immediately place the note inside it. This is critical — losing the note to death means restarting the entire quest.

Extracting and turning in the quest
With Dodger's Note secured, your only remaining task is getting out of Blue Gate alive. The nearest standard extraction point from Pilgrim's Peak is the Warehouse Airshaft to the south. Alternatively, if you have a raider hatch key, you can use the Prefab Hatch for a quicker exit.
Once you're safely back in Speranza, speak with Tian Wen to hand over the note. She won't get the Bastion Cell she was hoping for, but the note moves her story forward — she'll ask you to bring her a Bastion Cell in a follow-up quest.
