Where to find the two scavenger hunt clues
Both clues are inside the S.T.A.R.S. Office on the second floor of RPD’s west wing. You must pick up both photographs in your current playthrough — even if you found them on a previous run — or the key will not spawn at its location.

Opening JoJo’s locker and rewards
Return to the West Office and use JoJo’s Locker Key on the labeled locker. Inside you’ll find two items:
