Selling plundered goods in Windrose is tied to faction home bases, not the hub at Tortuga. The Smugglers of Port Royal buy contraband, luxuries, silver trinkets, and ancient treasures, but their Buyer only appears inside their hideout once you've progressed far enough into the main quest.

Quick answer: Push the main story to Tortuga, start the Underground Network quest, follow the objective to Talk to Marita, and speak to the Buyer standing to her left inside the smugglers' cave.

Why Tortuga won't buy your loot

Tortuga functions as a faction hub. You can raise reputation with the four factions there and buy from their provisioners, but no NPC in Tortuga itself purchases plunder when you first arrive. Items tagged "Sell to Smugglers," "Sell to People of Tortuga," and similar descriptions all require travel to each faction's actual main base.

The game splits merchants into two roles. Provisioners sell goods to you. Buyers purchase items from you, and they live at faction home bases rather than the hub.


Reaching the Smugglers of Port Royal

Map positions are procedurally generated, so the exact coordinates of the smugglers' base differ between saves. The quest path, however, is consistent.

Step 1: Follow the main story through the How My Sea Adventure Began tutorial until you arrive at Tortuga and meet the four factions.

Step 2: Refit the Ketch from the beach and continue through the quest chain until the Underground Network quest becomes active.

Step 3: Progress the quest until the objective reads Talk to Marita. This points you to the Smugglers of Port Royal Main Base on a separate island from Tortuga.

Step 4: Sail to the marked island and enter the cave that serves as the smugglers' hideout. A Fast Travel point unlocks automatically once you discover the base.

Step 5: Inside the cave, speak to Marita, then turn to the NPC labeled Buyer immediately to her left. Selecting the Buyer opens the sell interface for every smuggler-tagged item in your hold.

Tip: When scanning the map for faction bases, zoom in fully and watch the water. Green lines indicate a faction's claimed waters, while red patches belong to Blackbeard. You can often spot a main base before the surrounding area is explored.

What the Smugglers buy and for how much

The Buyer at the smugglers' base handles contraband, bulk luxuries, small silver items, native crafts, and higher-tier gold treasures. Common loot pays in Piastre. Ancient and legendary pieces pay in Guineas, the game's higher-denomination currency.

Contraband and Luxuries are the highest-volume Piastre earners, so prioritize cargo holds that target ship plunder rather than small trinkets when grinding for coin. Gold treasures in Guineas are rarer drops from high-tier encounters and sacked ships.

After unlocking the Smugglers base

Once you reach the smuggler hideout, a smuggler buyer also becomes accessible back in Tortuga, letting you offload smuggler-tagged loot from the hub going forward. This doesn't carry over to other factions β€” each faction's buyer must be unlocked the same way, through its own quest path and home base.

Confirmation that everything worked is straightforward. The Buyer's dialog opens a sell panel listing your matching items with their payout values. Your Piastre or Guinea totals update immediately on the HUD when a sale goes through, and the item descriptions lose the "Sell to Smugglers" line once the stack leaves your inventory.


Common reasons the sell option isn't showing

If you reached what looked like a smuggler location but can't sell, check these specific conditions before assuming a bug.

The other three factions follow the same pattern. Rogue Buccaneers keep their Buyer in the central tent of their camp and take spirits, munitions, and animal trophies. People of Tortuga handle provisions and medicine at their own main base, despite the name. Brethren of the Coast purchase naval supplies, specialized tools, and repair kits.

If your inventory is stuffed with mixed faction loot, the efficient loop is to clear the Underground Network quest first, then pursue side quests that point toward the remaining factions. Each new base unlocks a fast travel point, so the round-trip sell run gets faster the more bases you've found.
