Potion brewing in Moonlight Peaks stays locked until your mother’s old cauldron arrives cracked and you get it repaired. The whole thing runs through a story quest called Mend It With Magic, and it happens right at your front door, so there is no way to miss it and nothing you can do to trigger it earlier.
Quick answer: Open the package Viktor delivers to start Mend It With Magic, take the broken cauldron to Fiona, and hand her 2 Mana Essence. She returns it repaired about a day later along with the Cauldron blueprint and your first recipe, the Alter Ego Elixir. After that, Sabrina sells more potion recipes at Webb of Wonders.

What you need before you can repair the cauldron
The repair costs 2 Mana Essence, and you make that yourself. Mana Essence comes from the Mana Extractor, which you should already have unlocked by helping Sabrina earlier in the story. The extractor pulls essence out of magical crops to produce Mana Essence.
Different crops give different amounts, and some need more than others to make a single vial. The crop you use does not matter as long as you end up with two Mana Essence to hand over.
Note: Fiona is the specific witch who can fix this cauldron. When the witches point you toward help, you are being sent to her.

How you know brewing is unlocked
Fiona spends roughly a day repairing the cauldron before she brings it to your house. When she delivers it, she also teaches you the Cauldron blueprint and hands over your first recipe, the Alter Ego Elixir. At that point you can place the cauldron as a crafting station and start brewing.
Brewing works like the Keg. Interact with the cauldron, load a recipe you own plus its ingredients, and the potion takes a little time to finish before you collect it. You cannot toss in random ingredients, so a recipe is always required first.
Where to buy the rest of the potion recipes
After the cauldron is unlocked, Sabrina stocks additional potion recipes at Webb of Wonders. You buy each recipe once, then brew it as many times as you have ingredients. A few of these potions can also turn up as quest rewards or through completing the museum.

One ingredient name for the Mindless Miner Tonic shows up as both Glowhammer and Glowglammer depending on where you look. When you go to brew it, match whatever the cauldron interface actually lists rather than buying a similarly named material by mistake.
Luck Dust for the Love Potion is not something you can forage normally. It comes from dig spots created by a fed Rabbicula on your farm, and collecting each one costs you a crop, so keep a cheap replaceable crop planted before you dig.
