Instead of tossing in a pile of loot you picked up on a raid, it asks for a single crafted item that most players simply do not have when they first reach it. That item is the Starsilver Spindle, and getting one takes a short chain of steps.
Quick answer: Buy a Starsilver Spindle from the Curio Shop at the Goddess Statue for 7,200 Star Silver, then hand it to the Watchtower to complete the upgrade. If you are short on Star Silver, refine it from Moonlight Nectar at the same Goddess Statue.

Since Star Silver comes from Moonlight Nectar, this is the resource you will actually spend time gathering. There are three ways to earn it, and they differ sharply in cost.
