Bubble Barrier is the skill that carries the build. The immobilize keeps a target parked inside his range, and the attack speed stacks are what the rest of the gear is trying to convert into damage. Note: the Hamon Energy bonus only fires against vampire and zombie enemies. It is a large spike in the fights where it applies and does nothing in the ones where it does not, so never count it toward your general damage expectations.

The Caesar Badge set itself is built for ranged basic attackers, adding defense penetration after an ultimate plus scaling for repeated hits on the same target, which suits his kit closely. Treat the Hol Horse pairing as the setup you run until that legendary set is fully assembled.
Tip: promoting a badge to 3 stars unlocks Epic gem slots, and gems are how you activate a secondary set bonus without giving up your base badge attributes. Dismantling spare badges is the cheapest way to generate them.

The Human Spirit turns every ally buff into attack speed for Caesar, so his damage ceiling is set by who stands next to him. Giorno Giovanna, Robert E. O. Speedwagon and Lang Rangler are the reliable enablers, with Lang Rangler specifically feeding ranged teammates.

Leone Abbacchio can be swapped for any tank that shields the team without breaking the rest of the composition. The non-negotiable part is keeping at least one buffer alongside Caesar, since a team with no buffs leaves The Human Spirit idle.
How to confirm the build is working
Three checks tell you the setup is live. The scene screen should show the Stone Ocean bonus as a full four-piece. The badge loadout should list Malice and Anger together, plus Focus or Surge depending on what you slotted. And in combat, Caesar’s attack speed should visibly ramp as Bubble Barrier stacks build toward the cap of 10.
If damage feels flat, the usual causes are a scene set stopped at three pieces, a badge combination where only one set skill is active, or a team with no buffers to trigger his passive. Fix those in that order before spending more materials.
