Rebirth is the MyCAREER system that stops you from starting over at square one every time you want a different MyPLAYER. Once it is unlocked, every build you create afterward begins with your highest Overall already available and a share of the badge tokens you have already earned. Getting it turned on takes about two minutes.

The quest comes from Ronnie 2K and sits in your MyCAREER quest log rather than anywhere in the City. Its description reads: “Ronnie 2K is stuck in a holodeck. Activate it to see what he has to say.”

You will see a “Starter Challenge Completed” notification for the objective “Watch a HoloHelp kiosk video in the City,” followed by a 10,000 VC payout. The Rebirth entry in the Unlocks tab then expands to show the four tier objectives, each with a phoenix emblem next to it.
If nothing happens, the usual reason is skipping out of the cutscene early or interacting with a different kiosk. The Rebirth holohelp is specifically the one inside MyCOURT beside the exit.
Rebirth tier requirements and rewards
Talking to Ronnie 2K reveals the tiers, but it does not hand them to you. Each one is earned by leveling builds to a set Overall rating, and the tier you have reached determines what future saves start with.

Tier IV drops the 15 percent badge progression boost because it no longer serves a purpose. When every badge token is released on day one, there is nothing left to speed up.

What a Rebirth build actually starts with
Two separate things carry over, and it helps to keep them apart in your head.
The first is Max OVR. A Rebirth build does not climb from the bottom of the ratings ladder again, because the highest Overall any of your builds has reached is already unlocked on the new save. That is what the “past Max OVR unlocked” line on every tier refers to.
The second is badge tokens. Badges run on a token system in NBA 2K27, and Rebirth releases a slice of your tokens the moment the new build is made. The badges you actually rely on go on immediately instead of being ground back out, and that slice scales from a quarter at Tier I up to the full set at Tier IV. This is the part that changed for 2K27, since the tiers themselves are the same four as before.
Rebirth only applies to new saves
Unlocking a tier does nothing to the build you used to unlock it. That MyPLAYER stays exactly as it is, and the bonuses only appear on builds created after the tier is earned. If you unlock Tier II and then keep playing the same 95 Overall build, you will not see any change.
Note: the tier you have when a build is created is the tier that build starts with. Reaching a higher tier later does not retroactively upgrade saves you already made.
The practical takeaway is that the 10,000 VC from the kiosk is the easy part. Everything worth having sits behind pushing a build to 90, then 95, and the top tier asks for three of them. Get the cutscene out of the way early so the tier objectives are tracking while you grind, rather than discovering the quest after your first build is already maxed.
