City Tycoon is the management layer in Neverness to Everness that ties together property, vehicles, cafes, hobbies, and the Hunter Exchange shop in Hethereau. Pushing your Tycoon Level is the single most rewarding non-combat grind in the game because it pays out Annulith, Hunter EXP, Beetle Coins, and eventually the free S-Rank character Chiz with enough duplicates to fully awaken her.
How to unlock City Tycoon
City Tycoon becomes available during the early main story, right after you clear the photo studio anomaly. The trigger quest is called Good Morning, Hethereau.
Step 1: Progress the main story until Adler hands you the Good Morning, Hethereau guide quest.
Step 2: Travel to Bridge Crossings Plaza and speak to Chiz at the Pink Paws Bank. She offers you a debit card and walks you through the system.
Step 3: After the introduction, the City Tycoon menu becomes accessible. You can open it any time with F5 on PC.
How leveling works
Each Tycoon Level has two gates. You need a fixed cumulative amount of Fons earned, and you need to clear specific objectives such as buying a vehicle, completing a tutorial quest, or hitting a House Comfort threshold. The Fons total is based on lifetime earnings, so spending Fons on cars, apartments, or the Hunter Exchange does not set you back.
City Tycoon also runs on its own City Stamina pool, separate from the combat stamina used for character ascension materials. The cap starts at 100 and grows as you level up. The pool refills weekly, so raising the cap early matters more than it might seem.

Tycoon Levels 16 to 30: The Chiz stretch
Level 18 is the milestone every new player should be chasing. It hands you Chiz, a free S-Rank Cosmos Main DPS who scales with Fons you accumulate and generates Grain on her attacks. From there, additional ranks drop more Chiz copies and her signature Arc, the Contemplative Cat, so the same grind that builds your city also fully awakens her kit.

Note: Tycoon Level 16 doubles City Stamina cost on activities. Plan around the boost in cap (500) so the higher per-action drain doesn't catch you out on a Monday reset.
What City Tycoon actually contains
The system splits into seven feature buckets, each unlocking at different ranks. Most exist to feed Fons back into your account, which is what powers further leveling.
- Properties: Apartments and villas you furnish for House Comfort and House Collection scores. Each property comes with Anomaly Furniture that grants real gameplay perks like reduced climbing stamina, instant teleport home, or clearing wanted-level warrants.
- The Cafe by Origen: A passive Fons generator. Hire owned characters as staff, decorate to raise popularity, and collect revenue.
- Hethereau Hobbies: Mini-games and odd jobs including Races, Swift Travel, Sea Angler, Little Sparrow, City Delivery, Owner's Selection, Pink Paws Heist, Tetrominoes, and Super Sound. Pink Paws Heist (unlocked at Lv 10) is the highest-density Fons activity.
- Garage: Buy and customize cars and bikes with Fons. Test drives are free.
- Races: Six-stage circuits with their own difficulty curves; co-op PvP unlocks at higher Hunter Levels.
- Hunter Exchange: Trade Fons for Annulith, Tri-Keys, ascension materials, and Beetle Coins. Stock expands roughly every few Tycoon Levels.
- Wealth Board: A weekly leaderboard auction unlocked at Lv 12. Outbid NPC residents on rotating goods.
Why Chiz matters past the unlock
Chiz isn't just a freebie box-checker. She's a Cosmos Main DPS whose damage scales with Fons (her best-in-slot Arc, Contemplative Cat, grants up to 25% Cosmos DMG based on stored Fons). Her Blighted Vale attack also generates Fons on hit, capped at 250,000 per day, with the cap doubling to 500,000 once you reach Tycoon Level 25. That makes her the rare unit that pays for itself while clearing content.
Because every Chiz duplicate and Contemplative Cat copy you'll need comes from City Tycoon milestones up through Level 45, no gacha investment is required to fully Awaken her. Pair her with feather-generation buffers and Vita Bud Sub-DPS units to slot into the Charge triple-cycle Esper rotation.
Fastest path to Level 18
The objective gates are the real bottleneck, not Fons totals. Front-load these to avoid stalling:
- Buy a four-wheeler the moment you hit Level 2 to clear Lv 3 instantly.
- Buy Wiener Apartments at Lv 5 (200,000 Fons), then invite any character and activate one Anomaly Furniture for Lv 6.
- Push Pink Paws Heist completion the moment Lv 10 unlocks. It's the strongest Fons faucet in the game, and it gates Lv 11.
- Run Exploration Guide chapters in parallel with the main story so Chapters 3, 5, and 8 don't block Levels 9, 12, and 20.
- Keep one daily run of City Stamina active. The pool resets every Monday at 4:00 AM UTC+8, and unspent stamina is lost.
Footprint thresholds appear from Level 16 onward. They're earned by exploring named districts and finding collectibles, so weave open-world traversal into your Tycoon grind rather than treating it as a separate task.
Verifying progress
Open the City Tycoon menu (F5 on PC) and check the rank panel. Each level shows a Fons bar plus checkable objective rows. When both gates are met, the level-up popup appears with the rewards and any new unlocks listed under Privilege Obtained. Chiz arrives as a Character Card item in your reward popup at Level 18, and selecting it unlocks her in your roster immediately.
