S tier: fruits that do nothing by themselves

The Hito Hito no Mi is the Human-Human Zoan, and it earns the top spot because it is literally defined as useless for almost anyone who is not Chopper. A Zoan’s whole value is turning into an animal or a hybrid, but this fruit only grants baseline human intelligence. If a regular person eats it, they gain nothing and still lose the ability to enter the sea, the worst trade in the entire power system. Chopper only makes it work through his own inventions like the Rumble Ball, and by the end of the story he is on track to become the greatest doctor the world has seen.

The Jake Jake no Mi sits right beside it. This Paramecia lets Kelly Funk turn himself into a jacket that someone else wears, acting as a proxy for his boxing skill. The catch is that whoever wears the jacket still controls where they move and what they do, so the fruit adds no value when there is no one around to put it on. The Hobi Hobi no Mi is one of the most underrated powers in One Piece. With a single touch, Sugar can turn anyone into a toy, erase all memory of that person from everyone who knew them, then bind them to a contract that forces them to work against their will. That made her the linchpin of Doflamingo’s entire operation on Dressrosa. The permanent cost is steep, though. The user stops aging at the moment they eat the fruit, which is why Sugar has the body of a small girl despite being a grown adult chronologically and mentally.

The fruit coats him in slime, turning his clothing and entire appearance into mucus and leaving him a grotesque, slippery mess. It is a functional combat tool with a repulsive cosmetic cost.

C tier: a strong fruit with a real risk

Blackbeard’s Darkness Logia is often argued to be the strongest fruit in the series. It offers unlimited storage, gravity manipulation, and, most importantly, the power to negate other people’s Devil Fruit abilities on contact. That last trait alone makes it terrifying.
