Defeat Auri and Shaolong on Hard Mode
The Azure Covenant tower sits on the Azure Tapestry in Sunreach, at coordinates -419, -1431. To open the altar that fast travels you there, you first need to defeat Bjorn and Bastigor at the Feybreak Tower.
You also have to clear Auri and Shaolong once on Normal Mode before the Hard Mode version of the fight unlocks. Only the Hard Mode clear drops the Legendary schematic, and that drop lands roughly one in ten times, so expect repeat attempts.
Pull it from a Legendary Treasure Map
Legendary Treasure Maps come from Feybreak Sea Bases. Once you track down the marked treasure spot, there is a 0.149% chance the loot includes the Legendary Beam Launcher schematic. It is a slim shot, but a passive one to run alongside boss farming.

Recycle Ancient Relics
