Dive is the move that lets Ditto travel and build beneath the water in Pokémon Pokopia, and only Manaphy can teach it. Manaphy rests on a small island near the upper northwest corner of the Bleak Beach region. That island only appears after the environment request is finished, which is why the prerequisites above matter.

Feed Manaphy five Seaweed to unlock Dive

Confirm Dive is unlocked with the cave test
Right after teaching you, Manaphy asks you to try the move in the underwater cave nearby to grab some treasure. Dive activates automatically as soon as you drop into deep water, and a bubble forms around Ditto so it can breathe.
Swim to the plinth at the end of the cave to collect a decorative Poké Ball. Return to Manaphy afterward and complete the short tutorial prompt. Once that is done, Dive is permanently unlocked and free to use whenever you like. Before leaving, you can also swim around the base of the island to find a separate small cave holding a Human Record that teaches a new emote.

Dive costs no PP and turns on by itself whenever you enter a deep body of water. Let Ditto sink, then use the controls below to move around.

Holding ZL to float is especially handy for placing furniture and blocks, since it keeps Ditto steady while you build beneath the surface.
Manaphy and the Bubbly Basin DLC
After the lesson, Manaphy says she needs a home and then disappears. She shows up to teach Dive to everyone, but befriending her is tied to the paid content. Without the Expansion Pass, you will not see her again once she returns to Bubbly Basin.
If you own the Expansion Pass, learning Dive is the gate that lets you begin Part 1: Bubbly Basin. Head back to the Bleak Beach Pokémon Center, where Popplio now waits to start the underwater town’s story. Manaphy can be befriended later as you progress that questline. Players without the DLC keep Dive regardless and can freely explore the underwater areas of Bleak Beach.
