Most Pokémon in the Bubbly Basin expansion move in once you build the right underwater Habitat. Phione does not play by those rules. Like Mew and Mewtwo in the base game, this Mythical Pokémon has to be tracked down on a special island, and whether it appears at all comes down to a daily dice roll.

Quick answer: Get the Starmie Doll, use it with Drifloon to travel to the Bubbly Basin Dream Island, and open your Pokédex on arrival. If an “Unknown” question mark shows in the current area, dive into the underwater temple at the island’s center and smash into the room to meet Phione. If no question mark appears, leave and try again the next day.

What you need before Phione can appear

Phione is gated behind story progress, so you cannot go looking for it the moment you enter Bubbly Basin. You need to reach the point where Popplio asks you to build the Beautiful Building. During that request, several Pokémon need help first, and one of them is Frillish.

Frillish waits at a large square cave entrance near the big garden on the northwest side of the map, close to the surface. Cut the netting she points to, follow her inside, and she will ask you to find a Starmie Doll. Use the Dowsing Machine together with Frillish’s Search specialty to locate it. The doll sits on the lower level of the cave near the Star-spotted Rocks and cart tracks, marked by a sparkling block.

Once you show the doll to Frillish, she tells you to keep it. That Starmie Doll is your ticket to the Dream Island where Phione lives.


Travel to the Starmie Doll Dream Island

Place the Starmie Doll wherever you like, then head to Drifloon. Ask Drifloon to take you to a Dream Island and select the Starmie Doll as your destination.
You will land on a Bubbly Basin Dream Island, an underwater area stocked with resources like Grubby Pearls, coral, and sea shells. Phione can spawn here, but its appearance is randomized along with the island layout.

You can only visit one Dream Island per day, though you can return to the same one multiple times in a single day. If Phione is not present, you will have to wait for the next day, or use time travel to jump ahead. If you do change the clock, reset it afterward so you stay in sync for timed online events.


Check the Pokédex to confirm Phione spawned

Do not waste time swimming across the whole island first. The moment you arrive, open your Pokédex and press the Y button to apply the Unknown and In This Area filters.

If the list only shows you, Ditto, and Drifloon, Phione did not roll this time. If a gray circle with a white question mark appears, Phione is on the island and you can start searching. This one check saves you from combing an empty island.

Find Phione inside the underwater temple

Head to the large rocky structure at the center of the island, built from dark purple blocks. No matter how the layout is arranged, Phione’s room is almost always in the middle.

Dive down and swim around the base of the mountain to find the entrance to the underwater cave beneath it. It should be easy to spot once you are underwater.
Explore the cave until you reach a white temple area with a walled-off, ornate room inside. Look for a stone wall with gaps in it. Peek through a hole, and if you can see pillars, break through the wall. Some rooms are blocked by rocks that need the Rock Smash ability to clear.
Once you enter, a cutscene introduces Phione. If you want, grab the Yellow Poké Ball nearby first, since it holds three Rare Pokémetal. Then talk to Phione, tell it about Bubbly Basin, and choose the option to leave together.

Tip: Select “Yes” to return to Drifloon right away so you do not accidentally get separated from Phione. If you would rather keep exploring, you can ask Phione to wait and come back later.


Confirm Phione moved in

When you exit the Dream Island through Drifloon, Phione follows you back to Bubbly Basin. Build or pick any habitat for it, walk up to Phione near that spot, and choose “Wanna move in here?” to settle it in. A simple option like Basin Tall Grass works fine if you just need a temporary home before decorating something nicer.

Once Phione accepts the habitat, it is officially part of your island and fills in Pokédex entry #049 for Bubbly Basin. Because Mythical Pokémon give a larger boost to an area’s Environment Level through their Comfort Level, it can be worth placing Phione in a region that still needs help reaching Level 10.

If Phione still is not showing up, the cause is almost always the random roll rather than anything you did wrong. Keep returning to the Starmie Doll Dream Island one day at a time, check the Pokédex filter the second you arrive, and it will eventually appear in that central temple.
