The village spies in Project Slayers 2 look exactly like everyone else standing around the starting village. They carry the same Civilian label, they idle in the same spots, and the quest tracker gives you no marker pointing at them. The game does hand you a reliable tell, though, and it takes about a second to use.
Quick answer: Hit a Civilian once. If it swings back at you, it is a spy and safe to kill. If it runs away, it is innocent — walk away and test the next one.
How to tell a spy from a regular civilian
Spies are disguised as ordinary villagers, so the only dependable way to separate them is to provoke a reaction. Land one light hit and watch what the NPC does next. Spies drop the act immediately and start attacking you. Innocent villagers panic and sprint away without throwing a single attack.

There is a second filter you can apply before you swing at anything. Check the NPC names as you walk past. Targets carry a small dash or star-like marker in their name, while plain Civilians without that marker are not part of the quest. Scanning names first and then confirming with a single hit is the fastest loop.

Killing a villager who runs away lowers your reputation. One hit does not ruin anything, but finishing off a fleeing NPC does.

Spies stay inside the village itself, clustered around the same area where you pick up the quest. Most of them idle within a short sprint of Kazu near Windy Peak, so you rarely need to leave the immediate hub to find all four.

- Near the stone wall on the edge of the village
- Between the village houses
- Along the path by the red torii gate

Spies respawn, so if the village looks empty after a few kills, give it a moment and sweep the same loop again rather than running to another region.

If you have already tanked your reputation from earlier mistakes, the in-game shop sells a Reset Reputation option.
Suspicious Note drop and turning the quest in to Noote
The final spy drops a Suspicious Note. It is a Common item, described in your inventory as evidence taken from village spies, written in careful code and useless once Noote has read it. Seeing it land in your bag is the clearest confirmation that the kill count is done.
Noote stands beside one of the village buildings, a short run from where the spies spawn. Talk to him to hand in the note and close out the quest. The objective disappears from your tracker once he takes it.
It is worth doing before you leave the starting area for good. Several of the village side quests feed into progression gates later on, and coming back at a much higher level to clean up a low-level spy hunt is a waste of time you do not need to spend.
