Fishing in Slayers 2 is locked behind a single small item. Before you can buy a rod, catch Golden Fish, or even use bait, you need a Fishing Permit, and that permit only exists once you hand a lost Permit Stamp back to the NPC who runs the dock. The whole errand takes about a minute of travel, but it has money and level requirements that stop plenty of players at the first dialogue box.
Quick answer: Pay Dock Master Sofen 5,000 Wen at the dock, cross the water behind him to the crates against the stone cliff, grab the Permit Stamp, and return it to him.
Permit Stamp requirements: Level 45 and 5,000 Wen
Sofen will not hand out the quest until your character clears two gates. Sort both before you make the trip, because the fee is paid up front when you accept.
- Level 45 minimum on the character you want fishing on.
- 5,000 Wen in hand to start the Permit Stamp quest.
- Spare inventory space for the stamp and the permit reward.
Fisherman Jeso, the NPC sitting on the crates by the railing, is where the objective “Earn a Fishing Permit 0/2” shows up in your tracker. Sofen is the one who actually starts the stamp hunt.

The dock sits below Windy Peak, reached through Vinefall Cavern. Drop down toward the water near the bridge, then swim or dash out to the wooden platform. Sofen stands on the walkway there, with Jeso and the rod and bait stands a few steps away.

How to confirm the Fishing Permit unlocked
Handing over the stamp pays out immediately. Sofen grants the Fishing Permit item along with EXP and Health Potions, and the EXP is often enough to trigger a level-up notification right there on the dock. Check your inventory for the permit if you want a second confirmation.
Then walk back to Fisherman Jeso. With the stamped permit on you, his dialogue changes and he shows the fishing rod trade requirements instead of turning you away.
What the Fishing Permit unlocks: rods and bait
The permit is only a key. Everything else on the pier still costs Wen, and the Basic Fishing Rod and Rare Fishing Rod both sit as interactable items beside the crates.

Jeso runs the bait shop interface, and he will also point you toward Baitmonger Nori if you ask about other bait types. Golden Fish for the Rare Fishing Rod can only be caught once you already own the Basic rod, so there is no way to skip straight to the upgrade.
Buy the 50-bait bundle rather than single worms if you plan on a long session, since it works out cheaper per cast.
Once the permit is in your inventory, the rod and bait are both permanent purchases, so the 5,000 Wen entry fee is a one-time cost per character. From there, the only thing standing between you and the rare catches is how much bait you are willing to carry.
