The material drops from the Echoes of the Deep Tides domain in the Court of Fontaine. The domain only opens on specific days, so the Silver Goblet is available on Wednesday, Saturday, and Sunday. Outside those days you cannot farm it directly, though you can still craft it.
Clear the domain at the highest difficulty your party can handle for the best drop rate, then spend 20 Original Resin to collect the rewards. Using one Condensed Resin doubles the haul from a single clear. If the domain reward screen shows no goblet, check the day of the week, since the rotation only allows Wednesday, Saturday, and Sunday.
