Rocket Boots give you short bursts of flight in Terraria. Press jump a second time while airborne and jet particles push you upward, letting you clear tall gaps, escape ground hazards, and reach high ledges. They are also the base part for stronger movement boots later in the game.

Where the Rocket Boots come from
The Rocket Boots are not found in chests and are not a crafting recipe. They are sold by the Goblin Tinkerer, an NPC you can only reach after a Goblin Army has been beaten. Once you rescue him and give him somewhere to live, the boots stay available in his shop for as long as he is alive.
You do not need Hardmode for any of this. The Goblin Tinkerer and his Rocket Boots are available in pre-Hardmode as soon as the army is defeated.

A Goblin Army has to appear before the Goblin Tinkerer can spawn. It can arrive on its own at dawn once your world meets the conditions below, or you can force it with a summon item.

Waiting on the random roll is slow, so most players craft the summon item and start the fight on demand.

Note: If the Goblin Tinkerer ever dies, he respawns on his own once no events are active, it is daytime, and there is an empty house for him. You never have to beat another Goblin Army for him.

Confirm the Rocket Boots are working
With the boots equipped, jump and then press the jump key again while in the air. You will rise with a burst of jet flames from your feet. The flight lasts only a moment and the fuel drains fast, so use short taps and let it recharge on the ground between bursts.
To reduce fall damage, start the boost before you land rather than after you have dropped. Pairing the Rocket Boots with Hermes Boots for ground speed, a Cloud in a Bottle for a higher jump, and an Obsidian Shield to block knockback makes them much easier to control.

Upgrade the Rocket Boots later
The Goblin Tinkerer also sells a Tinkerer’s Workshop, which is the station you use to combine the Rocket Boots with other boots. Each step keeps the flight and adds more movement power.
