A sandstorm has swallowed lower Manhattan in The Division 2, turning the open world into a low-visibility hunting ground where a Rikers splinter group called the Dust Devils tries to run you down. The Dust Storm event is live from July 21 to August 11, 2026, and it opens the whole New York region to every player while it lasts.

Quick answer: Reach character Level 40 and finish the Warlords of New York campaign once, travel to New York, then farm Dust Devil Kill Squads and their bosses to collect Storm Keys. Spend those keys at the Event Vendor in Haven for apparel and gear.

Entry requirements and the free login reward

Warlords of New York is free for everyone during the event, so you do not need to own the expansion to take part. The combat and reward loops still gate behind two conditions. You need a Level 40 character, and you need the Warlords of New York campaign completed on at least one character.

Logging in at any point during the event window grants the free Parched Mask, so it pays to boot the game up even if you do not plan to grind that day. The action all happens in New York, since D.C. has nothing tied to the Dust Storm.

How the dust storm weather cycle works

The event replaces normal New York weather with a rotating storm that changes how every fight plays out. Two states drive the whole loop. The Calm Dust Storm is the default when you load in. It cuts your sightlines and keeps enemies partly hidden, and it lasts about 18 minutes before it escalates.

The Raging Dust Storm is the dangerous phase. Visibility drops further, and loud wind noise disorients you, masking enemy footsteps and giving ambush squads perfect cover for its 8-minute duration. Once it ends, the weather either falls back to a Calm Storm or briefly clears into sunny conditions so you can reset. Every timer restarts when you log in, so a fresh session always begins in the calmer state.

Beating the Dust Devils

The Dust Devils are a Rikers group exploiting the storm, and they are built to punish players who stay at range. A Dust Devil Kill Squad spawns every six minutes as a group of four named enemies that actively hunt you across the map. Their modifiers all reward aggression, so the winning tactic is to close the gap and fight up close.

Push into the 0 to 10 meter band whenever possible. That strips their status resistance and hits the full 50% damage bonus, which makes close-range weapons far more effective than long-range poking. During a Raging Dust Storm the squads spawn continuously on a short cooldown, with up to six active at once, so you can clear up to 48 enemies in a single Raging Storm. Spawns pause while you stand still, so keep moving to keep the kills flowing.

Twenty beacons are scattered across New York as well. Interacting with one can drop loot and summon an extra Kill Squad, which lets you overlap the six-minute spawn timer during a Calm Storm for more kills. The Dust Devils repair these beacons daily, so you can keep triggering them throughout the event.


Pall, Black Lung, and the Scoured Hunter

Clear 50 Dust Devil enemies and one of two bosses spawns, regardless of the current weather. Pall plays as a sniper who hides in the storm using a Sniper Turret and Decoy tech, and stays invisible to Pulse scanning. Black Lung is a tank, laying down heavy LMG fire with support from an Artillery Turret.

When a boss appears, you get the option to call for backup. The first time you defeat each one, you earn a unique mask, and both drop a Storm Key on every kill after that. A third, rarer threat can also appear. The Scoured Hunter roams lower Manhattan after a Raging Dust Storm subsides, carries Storm Keys, and drops a distinctive mask when defeated.

Farming Storm Keys efficiently

Storm Keys are the event currency, and Kill Squad drops are the steady, repeatable source. Keys from squads are guaranteed, but the number of kills needed per key scales with difficulty. Higher difficulty means fewer kills per key.

There is a daily boost worth prioritizing. Your first 150 kills after each daily reset need only half the usual number of enemies per key, so on Heroic that means one key per five kills for those first 150 kills. After that, the counter returns to the normal rate. Clear that daily boost first, farm Kill Squads on the highest difficulty you can run quickly, then add Pall, Black Lung, and the Scoured Hunter whenever they show up for extra guaranteed keys.


Spending keys at the Event Vendor

The Event Vendor in Haven trades keys for two cache types, each with a different purpose. Apparel Caches handle cosmetics with no duplicates, so every key spent moves you closer to the full set. There are 43 items in total, and collecting them all unlocks the Black Blizzard Scanner Pulse Skill VFX.

Gear Cache drops and the Rabid D50

Gear Caches roll for weapons, gear, Exotics, and a rare shot at Prototype items. The headline drop is the new event weapon, the Rabid D50, a Named D50 pistol. It uses the Foam At The Mouth talent, which applies Ensnare to the next enemy you hit after a headshot kill, then amplifies weapon damage by 25% against Ensnared targets. That makes it a strong option for precision builds that chain headshots.

The Special Named pool can roll Stack Broker, Lexington, Turmoil, Caretaker, Shield Splinterer, Huntsman, Hunter-Killer, and Handbasket. The Exotic pool includes Caduceus, Nurse’s Kneepads, Tinkerer, Tempest Blacklisters, Sheriff, Provocator, and Birdie’s Quick Fix.


Community and personal milestone rewards

Every agent feeds a shared, cross-platform Community Challenge measured by the total Storm Keys earned across the whole player base. Hitting each global target unlocks a Dust Storm reward for everyone who contributed, and joining late is fine as long as you take part before a milestone is reached. A separate personal track rewards your own key count.

The Prima Donna Exotic in Paradise Lost

The Paradise Lost Incursion is refreshed alongside the event with a new Exotic Marksman Rifle, the Prima Donna SOCOM Mk20 SSR. It drops the same way as the existing Ouroboros Exotic and does not replace it, so both can now roll from the same encounters. The final Incursion chest carries the higher drop chance, while the named boss encounters against Wright, Martinez, and Johnson each offer a low chance.

Its talent, You can look… but you can’t touch, builds 10 stacks out of combat or 5 stacks in PvP, with each stack granting +12.5% Amplified Damage (12% in PvP). One stack is consumed automatically to fully repair damage instances, giving the rifle strong sustain in extended fights.

With the whole loop tied together, the fastest path to the best rewards is simple. Keep the storm rotating in your favor, fight the Dust Devils at point-blank range, bank your first 150 daily kills for the reduced key cost, and funnel those keys into Gear and Apparel Caches before the storm clears on August 11.
