Reach for the Stars is the fourth part of the Stellabed Rocks Wandering Tales chain in Where Winds Meet, set in the Driftseed Moor area of Hidden Mountain. It revolves around Xiao Yuelu, her worry over Granny Yun wandering off to stargaze at night, and a small plan to light her path home. The tale moves forward by changing the in-game time twice, so it is less about combat and more about doing each step in the right order.
Quick answer: Finish the Jianghu Legacy quest 04 Stars as Raiment first, give the Fallen Star to Xiao Yuelu, skip time to daytime to eavesdrop on her and Granny Yun, then skip to night and light the roof lamps.
Prerequisite: complete 04 Stars as Raiment
Reach for the Stars only becomes available once you have finished the Jianghu Legacy quest 04 Stars as Raiment in Hidden Mountain. That quest is where you obtain the Fallen Star, the item you hand over later, so there is no way to progress the tale without it. Open the Exploration menu and check the Wandering Tales entry for Reach for the Stars to confirm the prerequisite shows as completed before you travel.

Open the map of the Hidden Mountain – Heaven’s Threshold region and fast travel to the Driftseed Moor landmark teleporter. This drops you right next to the Stellabed Rocks area where the tale plays out.

Run up through the dandelion fields toward the two-story wooden house on the hill. Head inside and speak to Xiao Yuelu, who is seated at her desk, to trigger the opening dialogue.

Talk to Xiao Yuelu a second time and choose the Give option to hand over the Fallen Star. This leads into dialogue about the roofbeam star trinkets and the constellations, and records a new clue telling you to check back later.

Open the Function Wheel, select Time, and advance the clock forward to daytime. Rotating it to a morning hour such as Chen (around 10:00) moves the tale to the next stage.

Walk to the balcony doorway and stand by to overhear Xiao Yuelu present the star to Granny Yun. Listening to this exchange about hanging the stars and Granny Yun sneaking out at night records the next clue.
Return to the Time menu and advance the clock to nighttime, near Zi hour (23:00). Re-enter the house and speak to Xiao Yuelu; she says she plans to place oil lamps on the roof to guide Granny Yun home.
Go outside and wall-jump onto the tiled roof, where Xiao Yuelu waits by the lamps. Speak to her, then choose Light up to ignite the oil lamps along the ridge. A cutscene shows the glowing lamps outlining the Northern Dipper constellation in the night sky.
Speak to Xiao Yuelu one final time on the rooftop to finish her reflection and close the tale.
Completion and rewards
You know the tale is done when the “Reach for the Stars Ending Unlocked” notification appears and the entry moves to your completed journal. Lighting the lamps also pops the Stars Hang Low achievement, which you can claim under the Wandering Whispers III tab in the Hidden Mountain achievement list. Rewards are collected from the Exploration menu.
