Quick answer: There is no realm browser in World of Warcraft: Forever. For a first run or a return to the game, choose Normal. PvP is for players seeking nonstop faction conflict who are willing to have their account limited to one faction.
The choice matters more than it looks. A ruleset is not a server you can hop off later. It’s the world your character lives in for good.
Choosing a ruleset in World of Warcraft: Forever
Your first login takes you straight to the ruleset choice. There’s no server browser to scroll through.

Once you get through, you create your character on that ruleset. Names are a first name plus a last name. They must be unique across the whole region, not just within your ruleset.

Add to Google Preferences →The four WoW Forever rulesets compared
| Ruleset | Open-world PvP | Both factions on one account | Roleplay rules |
|---|---|---|---|
| Normal | Flagging or contested situations | Yes | No |
| PvP | On in contested zones | No | No |
| Roleplay | Same as Normal | Yes | Naming and chat |
| Roleplay PvP | Same as PvP | Faction balance limits apply | Naming and chat |
Normal
Normal is the low-friction option for leveling, dungeons and raids. Open-world PvP only happens if you flag yourself or end up in contested situations, and you can play both factions on the same account. If you mostly care about quests and group content, this is the one.
PvP
PvP keeps world combat switched on in contested zones, so the faction war follows you while you level. It suits players who want that constant tension. It also carries the strictest account rules of the four, covered below.
Roleplay
Roleplay uses the Normal rules and adds roleplay expectations for character names and chat. It’s for players who want an in-character world without open-world fighting forced on them.
Roleplay PvP
Roleplay PvP takes the PvP rules and layers the same roleplay naming and chat expectations on top. Pick it if you want both the story and the fight.
A fifth option, Hardcore, makes death permanent for the character. It isn’t available at launch. Blizzard lists it for sometime after launch, in the winter.
How rulesets replace realms
Instead of dozens of realms, each ruleset is one shared world for an entire region. The regions are the Americas, Europe, Korea and Taiwan. Korea and Taiwan get only two rulesets, Normal and PvP.
When a world gets crowded, the game splits it into layers. If your group ends up spread across different layers, members get a prompt to join the group leader’s layer.
The walls between rulesets are firm. They affect you in a few ways:
- Characters cannot transfer from one ruleset to another.
- Groups and guilds do not cross rulesets.
Name reservations opened at 20:00 UTC on 27 October 2026, allowing players to claim up to three names. The game went live at 23:00 UTC on 4 November 2026.
Queues and ruleset outages
Each ruleset has its own queue. The message “This ruleset is temporarily unavailable” means its servers are offline or undergoing maintenance. Wait and try selecting that ruleset again. Choosing a different one won’t help: characters created there are separate.
Two other messages cover the whole ruleset list at once: “No realms are currently available (WOW51900309)” and “No servers are currently available (BLZ51934200)“. Both come from the server side.
The PvP ruleset faction lock
On the PvP ruleset, your Battle.net account is tied to one faction. Once you have a character on one side there, you can’t make one on the other side on that ruleset.
The ruleset can also close a faction to new characters when the population leans too far toward it. When that happens, character creation shows “faction unavailable due to population imbalance“. The lock works as intended, and Customer Support won’t lift it.
Roleplay PvP shares PvP’s combat rules, with roleplay naming and chat expectations.
Which WoW Forever ruleset to pick
- First time playing, or back after years away: Normal.
- Want world PvP and can live with one faction per account and possible creation locks: PvP.
- Want in-character names and chat: Roleplay.
- Want roleplay and the fight: Roleplay PvP.
- Friends already playing: whichever ruleset they’re on, since you can’t group across rulesets.
Changing your mind later means starting a new character. You don’t lose everything, though. Account-wide Collections, including transmog, toys, mounts and pets, are shared by every character on the account, and so is Legacy progress.
