The broken stone bridge next to the Winterglass Lake Beacon blocks the direct route deeper into the Conquered Temple gate. It comes apart in two separate segments, and each one snaps back into place when you strike its matching bell. You can finish the whole thing with your Sidearm without leaving the beacon area, or take a longer ground route if the far bell refuses to appear.
Quick answer: Stand at the mouth of the bridge, shoot the bell on the lower right to raise the first half, then step onto that half and shoot the second bell across the gap to raise the rest.
Before you start: rest at the Winterglass Lake Beacon
The beacon sits right beside the stairs at the edge of the broken bridge. Rest there first to top up your resources, because enemies wander this frozen stretch and the far side of the crossing has more waiting for you. A Sidearm with ammo is all you need for the puzzle itself.

Add to Google Preferences →Raise the bridge with a ranged weapon
This is the fastest method and works entirely from the near side of the chasm. Both bells are within firing range if the far one renders in properly.

The far bell can be hard to spot because it hides in the fog rolling across the lake. If it never highlights or your shots pass through empty space, it has not loaded from that distance, and you will need the ground route below.
Reach the second bell on foot
If the far bell will not render, drop down and hit it directly. The lake below has holes where enemies can lunge out, and a wooden log you can vault over on the way, so keep moving.

Confirm the bridge is whole and what comes next
You know both segments are up when the two stone halves lock together into a single unbroken span across the chasm. Cross it, and the path leads straight toward Urrig, the Executioner. Defeating him rewards the Warden’s Stone Tarstone and opens the way deeper into the Conquered Temple.
Note: If you rang only one bell, one half of the bridge stays collapsed. Look for the bell you missed. The first sits low on the right at the near edge, and the second is on the far side hidden in the fog. Ringing the correct pair is the only condition that raises both segments.
