Subira’s sensors inside the Temple of the Waves went off after the party, and nobody walked back out. Troubled Waters is the main quest that follows that alert, and it hinges on two things that stop most players cold: a three-book mechanism that opens a sealed door, and a flooded room where a single wrong step dumps you back at the start. Everything else is conversation.
Quick answer: Interact with all three glowing overdue books (two in the room with the sealed door, one on the shelf back near the entrance) to unlock it, then cross the flooded room by walking only in straight lines between platforms that share the same plant, and read the USER LOGS on the Ancient Human console.
Troubled Waters requirements and rewards
Troubled Waters is a main quest handed to you by Subira once Extravagant Expectations is finished. Auni delivers her message at your housing plot, after which the quest marker points to the Temple of the Waves. Players who have already worked through Vault of the Waves, Fit for a Watcher, and Strange Things Afoot will have every prerequisite in place.

The temple sits behind the waterfalls at Phoenix Falls. Follow the cave passage past the Phoenix Shrine to the Enter Ruins prompt, and Subira starts talking the moment you get close.

The opening conversation asks whether you want to partner with the Order on the investigation. Every dialogue branch lands in the same place, so pick whichever line fits your character. Subira explains that the sensors registered someone entering the temple but never leaving.
Talking to Subira here is optional but useful. She points out that dust has been wiped off certain books and suggests checking every bookshelf, which is exactly what the door mechanism wants.
How to unlock the Temple of the Waves door (all 3 books)
The door responds to three specific books, and they are the same three titles listed on the DEPARTMENT LIBRARY tablet lying on the ground near the door. That tablet is the puzzle’s own answer key. It records three overdue loans, each checked out by an Ancient Human overseer.

Each correct book gives an audible “click” when you pull it out, and the counter ticks up. The shelves also hold plenty of decoy titles that only produce flavor text, including Animals of Alda, First and Worst, King and Country, The Phoenix Speaks, MMMM! A Cookbook, and Live, Laugh, Love. Reading them costs nothing and does not break anything.

Note: the glowing Flow around a shelf is the reliable tell. If a shelf has purple Flow drifting near it, one of the three books is on it.
Once the counter reads 3/3, the objective flips to “Go through the newly unlocked door.” Walk back to the door with the blue water symbol, which now glows purple, and open it. Subira is already waiting on the other side.

How to cross the flooded room in the Temple of the Waves
Behind the door is a flooded chamber with stone islands scattered across it. An underwater “Float” enchantment holds you up, but only along straight lines between platforms. Step diagonally and you sink, respawning back beside Subira with no other penalty.
The plants are the puzzle’s built-in signposting. Every platform carries two plants, and the safe route always leads to a platform sharing one of them. Standing at the water’s edge you will see a Bahari Nettle Flower, and directly opposite is another platform with a Bahari Nettle Flower. Walk to it. That platform also holds a Datura Flower, so look in a straight line for the next platform with a Datura Flower, and keep repeating that logic.
If you would rather not read plants, the turn sequence from the ramp near Subira is fixed:
- Straight ahead to the first platform
- Left to the second
- Right to the third, which sits under the stone archway
- Left to the fourth
- Right to the fifth
- Straight to the sixth
- Right to the seventh, back toward where Subira waits
- Straight to the eighth, the longer island
- Left to the ninth, the one with a raised platform
- Left to the tenth, under the archway
- Left again to reach the final platform

Subira will also talk you across if you ask her for directions at any point. You know the crossing worked when the objective changes to investigating the console, and Subira makes her way over to join you.
Reading the Ancient Human console user logs
The structure on the raised platform is a single Ancient Human console, sitting in [SAFE MODE ENGAGED] and greeting you as [WELCOME USER_ERROR]. It offers four options, and only one advances the quest.

Select [USER LOGS]. The old entries belong to a user named Galen and are timestamped roughly 3,657,044 days ago. The one that matters is far more recent: an entry logged by [USER: ERROR] recording “COSMOS PROTOCOL: DISENGAGE LOCKDOWN” with a result of SUCCESSFUL and a date of -0.5 days. Someone shut down the Cosmos Protocol about half a day earlier.
The console drops into standby afterward and the objective updates to “Reconvene with Subira.”

Confirming the quest completed and starting Into the Fire
Talk to Subira and choose the option to tell her what you found. She attunes the Mysterious Rock you picked up earlier and traces the intruder’s Flow signature to the Temple of the Flames, out by the Flooded Fortress in Bahari Bay.
Three things confirm the quest is done. You receive +15 Renown, you are teleported out of the Temple of the Waves back toward Kilima Village, and Into the Fire appears in your accepted quests.
If the quest is not closing out, the usual cause is a missed objective rather than a bug. The door counter has to read 3/3 before the door opens, and the console needs the user logs specifically, since the protocols and messages screens both dead-end with an admin error. Once Into the Fire is in your log, head for the Temple of the Flames to pick the trail back up.
