You will know it worked when Caesar’s star display on the Character screen shows two filled stars and his star-gated passives change from locked to a listed unlock requirement.
Caesar’s passives and what each star rank unlocks
This is where the banner math falls apart. The two free copies get you the first passive and nothing else, and the passives that would justify pulling sit behind 3 and 5 stars.

Bubble Lenses vs Bubble Cutter Gliding: which Ultimate to enable
Caesar has two selectable Ultimates and you enable one at a time. Bubble Lenses makes his basic attacks ricochet and adds extra damage against Vampires and Zombies. Bubble Cutter Gliding fires penetrating bubble disks instead.
Bubble Lenses is the better pick. It feeds the basic-attack loop his kit and his badge options are built around, and it keeps the Vampire and Zombie bonus that the game’s matchup system rewards. Open the Ultimate screen and hit the yellow Enable button on Bubble Lenses to swap it in.

Caesar’s single-target damage compared to F.F.
Against a single target, Caesar is not competitive with the game’s dedicated damage dealers. A Caesar taken all the way to 3 stars can be out-damaged by an F.F. at 0 stars, which is the clearest argument against spending on the banner. F.F. is an SSR built for single-target and sustained damage through her summon, and she does not need duplicates to perform.

Note: this is a single-target verdict, not a blanket one. Caesar still rates highly for area damage and PvP, and the Caesar Badge set remains the premium option for ranged basic attackers, including F.F. and Hol Horse. The problem is that his free copies already deliver that value.
Late-game team slots limit how many DPS you can run
Later content pushes most rosters into two support slots, usually Giorno Giovanna and Robert E. O. Speedwagon, since Speedwagon covers Mass Shield, Mass Healing, and Energy Restoration in one unit. That leaves a small number of damage slots, and they tend to go to Prosciutto for area damage and execution, plus a single-target carry such as Diavolo.

Rush also shapes those slots. Three deployed units with different fighting styles firing Ultimates in sequence give the next unit a 25 percent final damage boost and restore part of its Energy, so style coverage matters as much as raw damage when you decide who occupies a slot.
If you have Astrogems burning a hole in your account before September 10, Diavolo’s featured banner is the stronger target while it is still up, since he covers the single-target and burst role Caesar cannot. Otherwise, hold your resources. Koichi Hirose is a more meaningful future target, and the standard pool’s milestones still apply, with a random SSR guaranteed at 60 pulls and a character selection token at 180.
