The Flask of Quicksilver is one of four crafting components you need for the Enhanced Arbiter armor set in The Blood of Dawnwalker, and it sits behind a locked door that will not open on demand. There is a single known copy of it in Vale Sangora, and reaching it means finishing a specific quest inside the tower that holds it.
Quick answer: Complete the Home Sweet Home quest inside Aurelius’s Tower, southwest of The Silts, then return to the top floor and take the Flask of Quicksilver off the low table beside the large wooden table.

The flask is in the southern half of the map, at the top of the stone tower southwest of The Silts. Open your map and look for Aurelius’s Tower — it is the only marked structure in that stretch, and it is also the tower some players know by the shorthand “Silts Tower.” Fast travel to the nearest discovered point and ride in from there.

There is one interactive map location for the item, and it is on the tower’s top floor. Nothing about the approach is hidden. The gate is the quest inside.

Walking to the top floor and interacting with the door does not hand you the item. It pulls Coen into a dream sequence instead. That sequence is the Home Sweet Home quest, and the flask only becomes available once you have escaped the time loop and dealt with the astrologer.

Picking up the Flask of Quicksilver

You will know it worked when the Flask of Quicksilver appears in your inventory as a quest item with the description “Quite a rarity.” If A Bulwark Against Darkness is already active, the “Find a flask of quicksilver” objective ticks off at the same time. You can grab the item before the quest starts, and it will still count later.
If the flask is not there
There are only two realistic reasons the pickup does not appear. The first is that Home Sweet Home is not finished — if interacting with the top-floor door throws you into the dream again, the loop has not been resolved and the room stays closed. The second is that you never reached the top floor at all and stopped short on one of the lower landings. Both are fixed by going back up and finishing the sequence properly.
Where the flask fits into the Arbiter armor set
The flask is one of four components listed in the mysterious letter that starts A Bulwark Against Darkness, which becomes available after you hit Infamy level 4. Once you have all four, you take them to Nareh, the uriash blacksmith in the northwestern hinterlands, and survive the forging ritual to receive the fully enhanced Arbiter set plus the Arbiter’s Regalia achievement.
