Buying and sending are two separate actions. The Friends menu does not sell the item, so purchase it at Mementos first. If you open the Gift option before owning one, there will be nothing useful to pick even though the social feature works.

Sending a Gift of Affection benefits both players and advances your friendship. The recipient gets 20,000 Credits and has a 20% chance of receiving one Incredible Aniimo egg, while the sender earns 10,000 Credits. How to send a Gift of Affection to a friend
Each week, you can send no more than five gifts. Check the Gifts Remaining counter on the friend’s profile card; extra Glimmer or coins cannot get around the weekly limit once that counter reaches zero.
Recipients who are offline still get their gift. They can claim it directly from their in-game mailbox.
How to confirm the gift worked
You know the send went through when three things happen at once. The Gift of Affection count in your inventory drops, the Affinity value shown for that friendship goes up, and the friend’s Gifts Remaining counter ticks down. If a button reads How to Obtain instead of a send option, you do not currently own the gift, so return to Mementos and buy one.
