Reaching the Federal Bureau of Control base in The Park during “The Park Resonant” mission looks simple on the map, but the direct street route is sealed off. An Ability Barrier blocks the road, so Dylan has to drop below ground, fight through a parking garage, and follow marked sewer tunnels back up to a rooftop outpost.
Quick answer: From the street near the Sewer Entrance marker, enter the parking garage signed Federal Bureau of Control, clear the Level 5 enemies, drop into the sewers, follow the yellow FBC arrows out to a construction site, then climb the scaffolding and lifts to the rooftop base.
Why the FBC Base needs an underground detour
The objective at this stage of the quest reads “Learn About the Mold at the FBC Base in the Park,” and the base itself sits inside the sub-zone labeled THE PARK 2. The road that would take you straight there is cut off by an Ability Barrier, an obstacle you would normally clear with a Combat Ability. Instead of forcing it, the intended path loops through a garage and the sewer system before climbing back to street level.
Open your map first and locate the Sewer Entrance marker near the illuminated balloon on the street. That marker is your anchor for the whole detour, so getting eyes on it before you drop down saves a lot of backtracking.

Drop down to street level and head to the underground garage. The entrance is brightly lit and marked Federal Bureau of Control, so it is hard to miss once you are on the ground.
Move down the multi-level ramps inside the garage. A group of Level 5 enemies guards the way, and the exit stays locked until they are cleared. Defeat all of them to open the shutter that leads to the back street.

The path only opens after every enemy in the garage is down, so sweep each level before doubling back to look for the exit.
Once you exit onto the alley behind the garage, follow the street toward the Sewer Entrance marker you noted earlier. Drop into the pit and crawl through the large circular drainage pipe.
Inside the tunnels, watch the brick walls for yellow FBC stencils with directional arrows. These painted markers point you through every intersection, so follow them past the green mold and along the walkways.
You will pass through a tunnel chamber with more enemies waiting under an overhead pipe. Deal with them, then climb into the elevated exit pipe on the far side.
Head along the alley to the parked semi-truck trailer and climb to its roof. From there, jump between the suspended lift platforms with yellow edges attached to the brick building until you reach the rooftop.
Use the yellow metal staircase to get onto the roof. The FBC research post is up there, marking the base your objective directed you to find.
Read the Research Memo and unlock fast travel
Two things on the rooftop finish this leg of the mission. Interact with the glowing document on the desk to read the Research Memo. Doing so completes “Learn About the Mold at the FBC Base in the Park” and updates your task to “Search Park Valley for New Mold Strains.”
The memo describes a new strain of Mold found near a large, unidentified growth in the sunken area called Park Valley, and questions whether that strain is a spontaneous mutation or a deliberate step tied to the Mold wall there. Reading it is what advances the quest.
Before leaving, activate the antenna device on the roof, which registers as a Fast Travel Door. Once it appears on your map, you can fast travel directly to and from the FBC Base, so you will not need to repeat the garage-and-sewer detour on future visits.
You will know everything worked when the objective flips to “Search Park Valley for New Mold Strains” and the FBC Base shows as an unlocked fast travel location on the map.
