Xbox CEO Asha Sharma told staff at an internal town hall that the company has something in place around the game that “no other platform holder is doing,” and the arrangement in question is those streaming rights.
That setup leaves Xbox Cloud Gaming as the only official PC option for GTA 6 at launch, because the game won’t get a PC port on day one. NVIDIA GeForce NOW and PlayStation Plus streaming would not offer it under these terms.
Microsoft and Rockstar have not officially confirmed the agreement. The length of the exclusivity period is unknown, as is whether players will need to own the game to stream it. Other services could gain access after the period ends.

Starting in November, Xbox is putting monthly limits on cloud play tied to your Game Pass tier. That timing lands right as GTA 6 arrives, so the hours you get each month become a real constraint for a game you could sink dozens of hours into.

A long single-player campaign would therefore stretch across several paid months at the cap.
Microsoft is also adding a pay-as-you-go option for Cloud Gaming in November, letting you buy bundles of streaming hours without a Game Pass subscription and extend your time by paying more. Pricing for those extra hours has not been announced, so the final cost of playing GTA 6 this way remains open.
Limits of playing over the cloud
Streaming is not the same as a PC port. You are playing over the internet, so image quality and input delay depend on both Xbox’s servers and the strength of your connection. A weak or unstable link will show in how the game looks and responds.
You also lose PC-only features. Modding is not possible on a cloud stream, and you cannot tune graphics settings the way a native build would allow. For players who do not want to buy a console for one game, though, it is a way to start GTA 6 in Leonida on day one rather than waiting for a dedicated PC release, which is not expected for a while after launch.
