Hal is the smith of the Norgandian Settlement in Dark Arisen, and his forge turns gold and Norgan materials into gear you cannot buy anywhere else. He does not start out working. Once you set him up, his menu gains a Manufacture option beside Buy, Sell, and Talk. Manufactured gear carries the Smithed prefix, except cloaks, which keep their plain names.
Quick answer: Hal manufactures 83 recipes once you finish Hammer and Tongs by handing him a Winterweed Blossom — 36 weapons, 4 shields, 11 head, 11 body, and 11 leg pieces, plus 10 cloaks — each costing gold plus Norgan materials.
Getting Hal to work: Hammer and Tongs
Talk to Hal at the Norgandian Settlement and he asks for a Winterweed Blossom before he will pick up his hammer again. This is the side quest Hammer and Tongs. Obtain a Winterweed Blossom to give to Hal.
Carry the blossom back to Hal and hand it over. The quest closes and the Manufacture option appears on his menu, which is how you know gear crafting is unlocked. A later side quest, Village Defense, widens the list of what he will make.
How the Workshop manufactures gear
Use Manufacture to turn gold and materials into a piece of equipment. Select its category, but its special skills are predetermined rather than chosen by you. Weapons and some body armour have these built-in skills; most other pieces require only gold and materials.
Cloaks are the one exception to the naming. They keep their plain names instead of gaining the Smithed prefix. Changing a finished piece’s appearance is handled separately through Hal’s tailoring service, not through Manufacture.
