COD Modern Warfare 4: How to Unlock All Operators and Finishing Moves

Unlock conditions for all 33 launch Operators, plus the Finishing Moves and Prestige skins tied to them.

Unlock conditions for all 33 launch Operators, plus the Finishing Moves and Prestige skins tied to them.

Call of Duty: Modern Warfare 4 launches with 33 Operators. They are shared between Multiplayer and DMZ, and a fresh account starts with only five of them. You earn the other 28 through Campaign missions, DMZ leveling, Multiplayer kill challenges, and a very long Prestige climb, or you buy them through editions and store packs. Operators are cosmetic only. They change your look, voice lines, and Finishing Moves, not your stats.

Quick answer: Complete the Campaign, advance to DMZ Player Level 19, then finish five Multiplayer kill challenges; those steps award 17 Operators. Ju Kwon unlocks at Prestige Master Level 1000, while the other 10 require payment.

Modern Warfare 4 Operator unlocks by method

You can get 23 of the 33 Operators without paying beyond the base game. Ju Kwon is among them, but he’s waiting at the farthest point in the progression system.

Campaign Operators: Mission names don’t always match

Eight Operators unlock when you finish a specific story mission. There is no kill count or difficulty requirement attached. Finishing the mission is enough. Three of these Operators show different mission names in Activision’s launch roster and in the in-game Select Operator screen. The in-game names are newer, but both are listed here so you can match whichever label you see.

OperatorIn-game mission nameLaunch roster name
KalStrandedDefection
WestEntrenchedLosing Ground
ParkGreater GoodDecapitation

Cho (Mayhem), Dallas (Hired Gun), Luca (Traffic), Oh-Ji (Assassins), and Dunn (Counter Attack) use the same mission name in both places. Whichever label is correct, a full Campaign playthrough gets you all eight.

Campaign Early Access players are already able to unlock these Operators. Multiplayer and DMZ won’t let you use them until the full game releases on October 23.

DMZ Operators: Player Level, not Dog Tag level

Reece, Coffey, Simone, and Hector unlock as your DMZ Player Level rises. They don’t require any specific kills. All XP that raises your DMZ level counts, including Orders, Story Missions, combat, and looting in Hajin. If you aim for DMZ Player Level 19, you collect all four along the way.

DMZ has two progression systems that are easy to confuse. The DMZ Player Level spans 1–70 and unlocks these Operators. Separately, every Active Duty Operator has an 18-level Dog Tag track for Trait progression. Increasing that track won’t unlock any of these characters.

Reece might already be available in the Dreaded Tiger skin if you reached Level 20 during the beta. To use his default skin, you still need DMZ rank 4.

Multiplayer challenge Operators and how to approach each one

For five Operators, only kills on opposing players in Multiplayer advance the challenge. Match XP and level gains leave their progress unchanged. Check which kill type each one calls for, then choose suitable weapons and modes.

  • Blackwell: Get a three-kill life on ten different occasions; after your second kill, prioritize staying alive.
  • Jae: For the fastest progress, use an SMG or shotgun and fire from the hip at close range.
  • Velikan: Triple kills and better also count, and busy fast-respawn modes where enemies bunch up help.
  • Valen: Take fights across long sightlines with a precise weapon to score long-shot kills.
  • Zimo: Keep your crosshair at head height instead of spraying at the body.

How to unlock Ju Kwon

Activision’s launch roster lists Ju Kwon’s requirement only as [CLASSIFIED]. The in-game Select Operator screen is specific, though, and reads “Reach Prestige Master Level 1000 to unlock.” That puts him at Prestige Master Level 1000, far beyond the point where the rest of the earnable roster is done. He belongs to the South Korean Quick Reaction Force and costs nothing, only time.

Ten Operators can only be purchased. More playtime won’t unlock them, and the Digital Standard Edition on its own doesn’t include them.

Buying the Vault Edition or upgrading to it grants all eight Vault Operators. Valeria is the sole member not in the South Korean Quick Reaction Force; she leads Valeria’s Strike Cell. A digital pre-order of the Standard or Vault Edition gets you Hunter Killer if placed before October 23; pre-orders are still available on the official Modern Warfare 4 pre-order page. You can get Kyle from the in-game store through the Call of Duty Endowment Valor Pack. Its proceeds fund C.O.D.E.’s efforts to help veterans find jobs.

Finishing Moves and Prestige skins tied to Operators

Nine of the earnable unlocks also give you a Finishing Move. Each one arrives at the same moment as its Operator.

Several Operators also get alternate skins through Prestige. At Level 50 of the listed Prestige, the Regular track gives the base skin, while the Classic track gives both the base and Prime versions.

Equip an Operator and confirm the unlock

Modern Warfare 4 assigns Operators per loadout rather than per account. That means you can run one character on a close-range class and a different one on your sniper build. Create-a-Class opens at Player Level 4, and before that you’re limited to the premade Default Loadouts.

Open Create-a-Class from the Multiplayer menu. The option appears once you reach Player Level 4.
Select the class whose setup you want to edit. Operator choices are saved separately for every custom class.
Select the Operator position along the top of the loadout. The Select Operator menu opens and displays all 33 characters.
Set an unlocked Operator as your choice. Do the same with any other loadouts where you want a different character.

The Select Operator menu doubles as an unlock-status check. Operators already unlocked have no requirement beneath their names, while locked characters list what’s needed—for example, “Unlock at DMZ rank 9.” After you add the Vault Edition to your account, Vault Operators carry the message “Acquired By: Purchased Call of Duty: Modern Warfare 4 Vault Edition Bundle”. For the five Multiplayer challenge Operators, a progress bar tracks the remaining hipfire, headshot, or longshot kills precisely.

DMZ manages its Operators separately through the Active Duty system at the Operators Station in the Forward Operating Base. Unlock a character in either mode and you can use them in both, but their DMZ Dog Tag levels, Traits, and equipment progress independently of the unlock. Finish the Campaign, reach DMZ level 19 to unlock Hector, and complete all five kill challenges; after that, Ju Kwon and the paid Operators are the only ones remaining.
