Quick answer: At the wooden wall on the Commander’s Platform ground, hold W and press Space at the Space prompt to run up onto the plank walk. Then follow the planks to the blue flowers and press E.
Commander’s Platform sits in the Mountain of Imprisonment. Look for the wall rather than the hall’s front doors, which don’t open when you first get there.

Memory Flower on Huangxing: III. Different Paths
In the memory, an Uneasy Mandate Disciple tells Huangxing that the Maskwalkers are getting more aggressive and are forcing captured disciples into Transcension. He describes seeing Xiao Liu and Xiao Qi that day like walking corpses, turning their blades on their own side. Huangxing answers that once someone has Transcended, they’re no longer the person you knew. The disciple adds that the Mandate seems to have claimed victory in many places with little effort, and Huangxing points out that the Order has held back the Maskwalkers with only a handful of people.
When the memory ends, a card headed MEMORY FLOWER ON HUANGXING appears. The petal reads “III. DIFFERENT PATHS”, and the line beneath it reads “(1/6) Collect all Memory Remnants to increase HP +10%”. Press Space to confirm.
This flower is one of the six in Justice Tarnished. Its straight-line distance from the Cavern Passage bell is about 47 m, and it sits at roughly the same elevation. Reaching it still requires taking the plank walk.
Remnant Dust on the plank walk
Go the other way along the boards from the flowers. A corpse lies there with a glint beside it. Pick it up for 5,606 Remnant Dust.
