Where the Brine Phantom spawns and when
The Brine Phantom only appears at the Brine Pool, the green-tinted, misty water in the Desolate Deep. It will not spawn at any other fishing spot, so rotating between random areas wastes time. Stay parked in the Brine Pool for every attempt.
Because it is a Legendary fish, its base spawn rate is low. Three environmental conditions push the odds up, and lining up all three at once gives you the most consistent encounters.

For the rod, control matters more than raw luck here. The Brine Phantom has 15 resilience, which puts it in the Hard bracket, and it inflicts a -30% progress speed while you reel. It also moves erratically across the fishing bar. A stable, well-handling rod that keeps the bar under control will land it far more consistently than a luck-focused rod, since the spawn itself is already the rare part.

How to apply the Tainted mutation
Regular fishing alone never produces the Tainted version. The mutation comes from Bloomspire: Twisted Toxins, which has about a 40% chance to turn a catch Tainted. Getting access to that toxin takes some setup before you can start applying it.
Note: Because the toxin only lands the mutation about 40% of the time, keep a supply ready so you are not forced to re-catch a Brine Phantom every time a roll fails.
How to confirm you caught it
When a Brine Phantom bites, a Legendary Exclamation appears above your character and a bell sound plays, the standard cue for every Legendary fish. After you reel it in, the catch is confirmed as a Brine Phantom in your inventory and Bestiary.
The Tainted result shows once the Twisted Toxins roll succeeds, with the fish labeled as the Tainted variant. If a roll fails, the fish keeps its previous state, and you can apply another toxin.
