Every piece of the set drops inside Moon Hunter Keep, a group dungeon in Reaper’s March. It cannot be crafted, and pieces bind on pickup, so you can’t buy them from guild traders. The only way in is to own the Wolfhunter DLC, either through an active ESO Plus membership or by buying it outright for 1,500 Crowns.

You can run the dungeon on either difficulty. Normal drops set pieces at Superior (blue) quality, while Veteran always drops them at Epic (purple) quality. Pieces have also appeared during Golden Vendor weeks in the past, though the vendor only sells a rotating selection rather than the full set.

Savage Werewolf set bonuses
The values below apply at Level 50 with 160 Champion Points. Exact numbers scale down at lower levels, but the effects stay the same. The five-piece bonus is the reason to wear the set: your Light Attacks add a bleed, and that bleed grows if you’re transformed.

Note: the bleed only fires from Light Attacks landed in melee range, so ranged play does not proc it. The 6% damage boost is conditional on being transformed, which is why the set is tuned toward Werewolf play rather than general use.
Best builds for the Savage Werewolf set
The set is at its strongest on Werewolf builds, and it works on any class since Werewolf is a world skill line rather than a class ability. Werewolf play leans on frequent melee Light Attacks, which keeps the bleed rolling, and the transformation unlocks the extra 6% damage done. It offers strong sustain and heavy single-target damage with a simple bar, but weak area damage, so it favors solo and single-target situations over big groups.
Dedicated bleed builds can also make use of the set outside of Werewolf form, since the five-piece bleed still applies from melee Light Attacks. You just lose the 6% damage bonus when you aren’t transformed, which is the main reason committed Werewolf setups get the most value out of it.
If you’re not planning to lean into Werewolf transformations, there are easier gear options that don’t require Wolfhunter or repeated dungeon runs. But if the Werewolf lifestyle is the point, farming Moon Hunter Keep until the set completes is a straightforward path to a build that hits hard in melee.
