Where to catch Jetragon
Jetragon spawns at Mount Obsidian in the southwesternmost region of the map. The closest fast travel point is the Beach of Everlasting Summer. This is a legendary Pal that shows up as a high-level boss, so treat the encounter as a serious fight and bring sphere boosters to improve your capture odds.
Note: you can craft the Missile Launcher blueprint without owning Jetragon, but the item is useless until you have the Pal to equip it to. Capture Jetragon first so you can ride it the moment the launcher is finished.

You know it worked when you can climb onto Jetragon and take off. If the ride option never appears, confirm the launcher finished crafting and that Jetragon is actually in your active party rather than stored in a Palbox.
What the Missile Launcher does in flight
