Black Marketeers are the hooded NPCs who deal in Pals nobody else will sell you. Each one carries a rotating stock of Contraband Pals pulled from a shared pool, weighted toward whatever region you found them in, and they’ll happily buy your spare Pals (and captured humans) for gold. The catch is that they tuck themselves into caves, cliff edges, and mineshafts scattered across the entire map, and some of them only appear on certain visits.
Quick answer: The four guaranteed spawns are the Windswept Hills Abandoned Mineshaft (40, -403), the Eastern Wild Island cave (462, -123), the Duneshelter marketeer (351, 368), and the Dessicated Desert Secret Mineshaft (525, 333). If any other location is empty, fast travel away and back to force a respawn.

The Windswept Hills is the busiest region, with three separate vendors. The one inside the Abandoned Mineshaft is the earliest you can reach and always spawns. Drop off the cliff west of Desolate Church and look for the mine entrance beneath the overhang. A second marketeer stands among the yellow autumn trees at the very bottom of the golden biome, overlooking Wildlife Sanctuary No. 1. The third waits in the grass near Hillside Cavern, just southeast of where you meet Alpha Penking.

Over in the Bamboo Grove, one marketeer hides deep in the Cove Mineshaft. From the Sealed Realm of the Myriad Flame, drop under the bridge, find the small opening in the black rock, and follow the tunnel inward. The Whisperwind Cliffs vendor is far simpler, standing near the cliff edge a short walk southeast of the fast travel point.
Verdant Brook holds two. One sits at the base of a waterfall at the foot of the Frostbound Mountains, close to a Free Pal Alliance base. The other stands right on the pointy tip of a cliff at the back of the region, between the desert and the Astral Mountains, with an Effigy waiting nearby.

Island, shore, and hidden ravine marketeers
The Eastern Wild Island vendor is one of the two easiest to farm because it always spawns and you can plant a Palbox nearby to cycle it quickly. Head to the middle of the island and drop into the rocky outcrop, where you’ll find him surrounded by cages and other grim decor.
The Moonless Shore marketeer on Mount Flopie is trickier. From Mount Flopie Summit, head toward the Twilight Dunes and look for crevices in the ground near 0, -87. Drop in and follow the space past the waterfall to reach him, or slip in through the shore opening to the west at -26, -101.
The Land of Absolute Zero vendor is the strangest of the lot. Dive straight off the cliff from the nearby fast travel point and you’ll land near an Ancient Ruin on an outcropping at the back of the island. The Isolated Church marketeer is another underground one, reached by dropping to the ground floor beneath the church and backtracking to a mineshaft entrance in the rock wall.

Ice, desert, and volcanic marketeers
The Astral Mountains vendor is one of the most convenient. He stands right beside the Icy Weasel Hill Watchtower, so if you’ve unlocked that point you barely have to walk. If you haven’t, follow the path uphill from Icy Weasel Hill until both the vendor and the tower come into view.
Both desert marketeers are guaranteed spawns. One waits just outside the walls of Duneshelter, off to the right of the entrance as you follow the outer wall. The other lives in the Secret Mineshaft under the large rock formations across from the settlement. Head toward the PIDF Tower, find the mine entrance beneath the huge mountain, and follow the tunnel to reach him. This is a hot-and-cold area, so bring resistance gear.
Mount Obsidian rounds things out with two. The coastal vendor stands where the sand meets black volcanic rock on the far western beach, near the Beach of Everlasting Summer. The other lurks in the green ruins at the top of the region beside the river, dangerously close to a Bounty Target and a patrolling Alpha Pal, so approach with care.

When a Black Marketeer won’t spawn
Outside of the four guaranteed locations, a vendor can fail to appear when you arrive. This happens most often if you fly in on a fast mount, since the NPC may not load in time. Two fixes work reliably.
You know it worked when the hooded figure is standing at the coordinates with the interact prompt available. If the spot is still empty after a couple of reloads, move on and come back later.
Contraband Pals and base prices
Every marketeer draws from the same list of Contraband Pals, and stock rotates, so the exact lineup differs each visit. Vendors lean toward Pals from their own biome, which is why the Duneshelter trader tends to show desert dwellers. You can’t buy Lucky or Alpha variants here. Selling works both ways. Offloading spare Pals here is one of the fastest ways to build up gold, and these vendors are the only ones who will take captured humans off your hands.
Catch one for your base
If you’re past level 40, the smartest move is to capture a Black Marketeer and put him to work at your base. Once he’s assigned there, you can summon him for the same shady trading whenever you want, skipping the map treks entirely. To refresh his stock, pull him out of the Pal Box and put him straight back in, and a new set of Pals appears. That turns a scattered network of hidden vendors into an on-demand shop right where you live.
