The 11 Pokémon implied by evolution lines
Every Pokémon in the Pokémon Pokopia Pokédex so far has appeared with its full evolutionary family, and Bubbly Basin follows the same pattern. That means the pre-evolutions and evolutions of the confirmed 20 are effectively locked in, even though they have not all been shown on their own.

Feebas, Milotic, and Phione timing
Not every confirmed Pokémon shows up the moment Bubbly Basin unlocks. Feebas and Milotic are tied to an in-game event rather than the launch roster, so you will not find them on August 5. The Fetching Scales for Feebas event runs from August 13 to August 28, and helping the Water-type out is how you obtain both stages.
Phione is the other question mark. As a rare Pokémon, it may be reserved for a future event instead of appearing at launch. The remaining confirmed Pokémon and their evolution-line partners are expected to be available in the DLC itself.
