The Megaphone is a world item, not a reward
You do not unlock the Megaphone by finishing a task or clearing a puzzle. It sits out in the world as a physical object you have to walk up to and collect. Because of that, its spawn is not fixed. Most items shift location between sessions, and some will not appear at all in a given run. If it is missing from a spot where you found it before, move on and search other areas.

Three yellow cube structures tend to yield the Megaphone. Work through them in whatever order suits your route, keeping in mind that only one of them needs extra progress to reach.
