The Harbourmaster is the vendor that repairs and upgrades the Jackdaw in Assassin’s Creed Black Flag Resynced. Any dockside Harbourmaster can apply the first tier of ship upgrades, but the higher tiers stay locked until you build and level the dedicated Harbourmaster at the Great Inagua hideout. Raising that vendor’s level is what unlocks the strongest cannons, hull armor, and weapon upgrades.

Quick answer: Unlock Great Inagua during the “This Old Cove” quest, pay the man on the pier 500 Reales to build the Harbourmaster, then pay 2,500 Reales for Level II and 5,000 Reales for Level III. Level III unlocks access to every upgrade tier.

Unlock the Great Inagua hideout first

You cannot build the Harbourmaster until Great Inagua is available. The hideout opens during the “This Old Cove” quest in Sequence 4 of the main story, so keep progressing the campaign if the location is still greyed out on your map. There is no way to buy it early or skip ahead.

Until then, you can still repair the Jackdaw and buy Tier I upgrades from Harbourmasters in larger towns such as Nassau, Salt Key, or the Salt Key Bank area of Dry Tortuga, where you meet your first Harbourmaster as part of the main quest.


Build the Harbourmaster at Great Inagua

Finish enough of “This Old Cove” to gain the ability to construct hideout services. This is the moment the game lets you begin building your own vendors at Great Inagua.

Head to the pier at Great Inagua and look for the ginger man standing near the water with a ship and arrow icon floating above his head. He is the one who handles building and leveling the Harbourmaster.
Interact with him and pay 500 Reales to construct the Harbourmaster. Once it is built, the same man stands just outside the stall and takes further payments to raise its level.

Harbourmaster levels and costs

Each Harbourmaster Level (HML) opens a new band of Jackdaw upgrade tiers. The stall starts at Level I after you build it, and you pay Reales to push it to Level II and then Level III. Level III is the cap and grants access to every upgrade the ship can hold.

Note: Leveling can be expensive early on. It is usually cheaper to buy the upgrades you can already afford at your current level before spending Reales to raise the Harbourmaster, so you are not sitting on a maxed vendor with nothing to spend on.

Why the top upgrades still need plans

Reaching Level III opens the door to the final tiers, but many of them also demand upgrade plans. These plans are found out in the world, mainly by looting treasure chests and following treasure maps. Without the matching plan, the highest tier stays locked even at a maxed Harbourmaster.

Alongside plans, later upgrades cost materials on top of Reales. You gather Wood, Metal, and Cloth by boarding and capturing enemy ships during naval combat. Sinking a ship only drops a small fraction of its resources, so board it whenever the hook icon appears to claim the full haul.

Confirm the Harbourmaster upgraded

You know a level went through when the payment prompt closes and the man’s request updates to the next tier’s price. Opening the ship upgrade menu will also show previously locked tiers becoming available to purchase, provided you have the required Reales, materials, and any plan.

If an upgrade still refuses to buy after leveling, it is because you are missing its plan or its materials rather than the Harbourmaster level. Check the upgrade’s requirements, gather the missing plan or resources, and return to any Harbourmaster to apply it. With the Great Inagua stall at Level III and a stack of plans in hand, the Jackdaw can be pushed all the way to its strongest configuration.
