The Abyss Elite Officer is a level 49 Elite creature in the open world of AION 2, and it attacks on sight. All 5 of its marked spots sit in Reshanta's Root, part of Lower Reshanta in the Abyss, so that one area is the only place to hunt it. With every spawn grouped together, you can work through them in a single loop without travelling elsewhere.
