The Balaur Dispatch Supervisor is a level 44 Normal-rank creature that roams the open world and attacks on sight. On the Asmodian side it appears only in Altgard, where all 25 of its marked spots sit in Impetusium Square. With every spawn packed into that one area, there is no reason to search elsewhere, and you can work through a full set of them without moving far.
