The Blades Messenger is a level 34 Normal-rank creature found in the open world of Altgard, on the Asmodian side. All 31 of its marked spots sit in Basfelt Ruins, so that is the only place to look. It does not attack on sight, which means you can move through the ruins and pick your targets without being pulled into fights you did not choose.

The nearest teleport statue is at Fissure Cave, about 220 m from Basfelt Ruins, a short walk once you arrive. Most players come here for quests: Visible Trap, an Episode quest, needs 3 kills and rewards 5,207,220 XP, Kina (Bound) x26,000 and a Resurrection Spiritstone (Bound) x1. The Duty quest Weaken the Guard asks for 20 kills and pays Abyss Points x1,000 and Kina (Bound) x50,000, while the repeatable Festival Preparations: Basfelt Ruins II needs 10. Drops are mostly Spiritstone at 3.9% and Refining Stone at 0.65%, with Phantasm armour pieces and the Rare Expert's Refining Stone at 0.16% turning up occasionally.
