Dehinon's Hideout is a sealed dungeon in AION 2, a cave you enter directly from the open world on the Elyos side. It is in Verteron, and there is just 1 marked spot for it, in Scarlet Forest, so that is where you head. The recommended level is 40, the same as its boss, Mutated Dehinon (level 40). Dehinon is caught somewhere between Daeva and something else. He broke free from the Nahid Brigade before their attempt to make him a Sura was finished, and he has been holed up in the cave with his companions ever since, his grip on reality steadily slipping.
