The Draconute Patrol is a level 32 Normal-rank creature found in the open world of AION 2, and it does not attack on sight, so you can approach and pick your fights without being jumped. On the Asmodian side it lives in Altgard, where all 26 of its marked spots sit in Dranactus. With every spawn gathered in that one area, Dranactus is the only place you need to go to hunt it.
