The Drakan Patrol Observer is a level 40 Normal-rank creature in the open world of AION 2, and it won't attack on sight, so you can pick fights on your own terms. It appears at 17 marked spots in Altgard on the Asmodian side, and 16 of those sit in Eastern Gribade Highland, which makes that area the obvious place to hunt. A single further spot lies at the Barahta Extermination Unit Outpost.

Teleport to the Eastern Gribade Highland Cliff statue, then walk about 160 m to reach the highland spawns, or about 220 m if you are heading for the outpost. Refining Stone and Soft Balaur Meat each drop at 0.65%, Expert's Refining Stone at 0.16%, and Phantasm armour pieces such as the Gloves, Boots and Cloak at 0.27% apiece. Two Duty quests also send you here: Rising Tension asks for 20 kills and pays Abyss Points x1,000 and Kina (Bound) x50,000, while the repeatable Festival Preparations: Eastern Gribade Highland II needs 15.
