On the Elyos side it lives in Verteron, and all 19 of its marked spots sit in Verteron Fortress Ruins, which makes the ruins the one place worth heading to when you need it.

Path to the Altar is an Episode quest that asks for 7 kills and pays 456,228 XP, Kina (Bound) x9,800, Speed Scroll (Bound) x20 and a Facade Cloak x1.
