The Kobold Repairer is a level 19 Normal creature found in the open world of AION 2, and it does not attack on sight. On the Elyos side it lives in Verteron, where all 31 of its marked spots sit inside Verteron Fortress Ruins. That makes the ruins the only place to go when you need one.
