The Kobold Watcher is a level 21 Normal creature found in the open world, and it does not attack on sight, so you can pick your fights. On the Elyos side it lives in Verteron, and all 21 of its marked spots sit at the Destroyed Abyss Gate, which makes that one area the only place you need to go for it.
