The Rubek Thieves Scout is a level 11 Normal-rank creature that roams the open world of Altgard on the Asmodian side, and it attacks on sight, so expect it to come at you as soon as you are close. It appears at 2 marked spots, and both are at the Dredgion Crash Site, which makes that area the only place to hunt it and keeps the search short.
