The Sanctum Watchtower is a level 18 Normal-rank creature in the open world of AION 2, and it does not attack on sight, so you can line up your pulls without being jumped on approach. It appears only in Altgard, on the Asmodian side, where all 20 marked spots sit within Sanctum Outpost. With every one of them packed into that single area, Sanctum Outpost is the only place you need to go.

To get there, teleport to the Temporary Retreat statue and walk about 90 m to reach Sanctum Outpost. The main reason to make the trip is the Regional quest Mind Your Own Business, which asks you to defeat 2 Sanctum Watchtowers. Completing it rewards 3,936,438 XP, Kina (Bound) x100,000, Wisdom Stone (Bound) x1, Daevanion Crystal (Bound) x1 and the Title: Guerilla Fighter x1. As the quest needs only 2 kills and the area holds 20 spots, you should be able to finish quickly and move on.
