The Tolbas Slink is a level 25 Normal-rank creature found in the open world, and it does not attack on sight, so you can approach and pick your fights without being jumped. On the Elyos side it lives in Verteron, where all 44 of its marked spots sit in Southern Tolbas Forest. With every spawn gathered in that one area, there is no reason to hunt for it anywhere else.
